Rodney Wells Limited (RWL) is a firm of Quantity Surveyors who act on a freelance basis for other Professional firms and in the Construction Industry generally. We also are active in the Insurance, Legal and Accounting Professions in specific areas.

Our purpose is to maximise the returns available to our Clients, whether this be by way of concluding outstanding final accounts, fee sharing arrangements, undertaking on going work such as interim valuations. We operate on a variety of fee incomes that includes competitive day rates, fee sharing or percentage of income received. We are open to frank discussion regarding our income.

CONSULTING

RWL provide assistance with the traditional quantity surveying process including estimating building costs, cost planning, tender analysis, and contract advice. Further services include post contract involvement including complete final account work. RWL can provide assistance on specific parts of the final account process including interim certification, financial statements, assessment of variation or change orders and negotiations necessary.

Construction Industry

RWL operate for clients in the construction side of the industry from preparing tenders and bids for work including works on site estimating, taking off builders quantities from drawings and specification and pricing. Advice on tender submissions. Further assistance is available in the post contract process in Preparation of interim application for payment, assessment of change orders and measurement in connection with variation orders and progression to final account. Advice on programming and delay claims including retrospective planning.

Services to the Accounting Profession,

Capital Tax Allowances in commercial property RWL offer a service in preparation of the initial report and pre-advice on the level of claim. Our experience advises us that the level of allowance is assessed by HMRC in terms of percentage of the total replacement cost of the property at the date of purchase. For example the level of allowance in hotel buildings may fall between 14-44 % of the total replacement cost. This range can be considered in terms of houses converted to hotels, guest houses or B&B at the lower end of the scale to purpose built , high specification modern hotels with a high degree of service installations such as lifts and air conditioning. The initial report therefore requires the accurate assessment of the total rebuild cost at the date of purchase and then an extraction from this data of the items and their value which would qualify for the allowance. Whilst an initial assessment can be made at discussion stage to consider the viability of a claim it requires a detailed report based on an in-depth analysis of the building including a site survey to achieve a result that would stand scrutiny by the HMRC . At RWL we use our own developed cost analysis format based on site measurement, photographs and other information obtained from our research. The cost of a recent high rise office complex was £6,000.00 plus VAT for the initial report and preparation of the claim plus 5% of the submitted claim..

Assistance to the Insurance profession

RWL provide assistance to the Insurance Industry by way of cost assessment of the cost of rebuilding in the event of fire leading to total destruction. Our reports are produced by detailed site survey, photography and our own form of cost analysis prepared on an elemental basis. RWL offers a UK wide service the cost of which depends to some degree on the distance from our Somerset base and the complexity of the building in question.
